A dystopia is an argument in the shape of a society, and its central technical problem is compliance. A regime nobody sensible would tolerate is a cartoon, not a warning. Know what a dystopia argues

A dystopia is an argument wearing a story. The society is organized wrongly in a specific way, and the book exists to follow that wrongness through to where it leads. This is why the genre is unusually unforgiving of vagueness: an argument that cannot be stated cannot be dramatized.

It is also why dystopian and post-apocalyptic fiction, often shelved together, are structurally different. Post-apocalyptic stories are about the absence of society. Dystopias have working institutions - courts, schools, ration boards - and the horror comes from the fact that they work.

Build a system people comply with

The central technical problem is compliance. Your regime needs to be one that intelligent, decent people go along with for reasons they could defend out loud: it is safer, it is fairer than what came before, it is temporary, the alternative was worse.

A society nobody would tolerate is a cartoon, and it drains the tension out of every scene, because the reader knows exactly where they stand from page one. The frightening dystopias are the ones where the reader catches themselves following the logic, and has to work out where they would have got off.

Show it working before it cracks

Spend real time on the system functioning, and on somebody who benefits from it. The queue that moves, the allocation that arrives, the neighbor who genuinely believes. Complicity is the genre's real subject, and complicity requires that the machine deliver something.

Books that open on obvious atrocity have nowhere to go and no argument to make. The material is in the gap between what the system promises, what it delivers, and what it costs - and that gap can only be shown once the reader has seen the promise honored at least once.

Give the protagonist something to lose

Resistance has to cost. If the protagonist has nothing inside the system - no position, no relationship, no small comfort - then rebellion is free and the story has no pressure. Give them something the regime can take.

The strongest versions make the character complicit before they are rebellious. Someone who has benefited, enforced, or looked away has a genuine decision to make, and their turn carries weight. A protagonist who was always opposed is a witness rather than a participant.

Reveal the world through a life

The reader should learn the system by watching somebody live in it. What they eat, what they are permitted to say at work, which form they fill in, what happens when they are late. Exposition about a regime is inert; a rationing rule encountered at a bad moment is not.

This also controls the pacing problem the genre is prone to. Worldbuilding delivered through incident keeps the story moving, and it lets you withhold the shape of the system until the reader has enough context to be disturbed by it. Laying out which rule bites in which scene as structural beats keeps the world arriving as plot rather than as briefing.

Decide what the ending claims

The ending is the argument. A system that holds is a warning; a system that cracks is a proposal. Both are legitimate, and the choice should be made deliberately rather than arrived at.

What does not work is resolution without cost. An ending in which the regime falls easily retroactively claims it was never really that strong, which undoes the book's own premise. If it falls, make the price visible and let somebody pay it.

Draft it, finish it, get it read

A finished dystopia with a system readers can believe in beats an elaborate premise that never gets lived in. Build for compliance, show the machine working, make resistance expensive, and choose your ending on purpose.
