The Commission: Opposes the body that wants Gianna dead over the ledger; positions himself as her shield, confronts it at the Congress Hotel, breaks it, seizes forty percent of its holdings and declares the old guard dead.

Don Lucchesi: Principal adversary. Dante humiliates and overrides him before the Commission, refuses his authority over Gianna, threatens to burn the south side, and eventually forces his capitulation and tribute; Lucchesi retires to a Swiss villa.

Lucchesi family: Hostile rival faction that attacks his estate, warehouse and the bakery; he kills their men, sends survivors back with threats, and ultimately collects tribute (including an extra ten percent).

Silvio: Rival who accuses him of wanting the Commission's routing numbers and whose shooters wait on the price of war; Dante threatens him, breaks his resistance with the ledger, expects covert retaliation, and Silvio later retires to Arizona sending wine as tribute.

Marco: Subordinate who reports on the Lucchesi boat and carries out perimeter orders; Dante honors his death in the bakery ambush as a sacrifice for the empire.

Bruno: Old captain who challenges Gianna at the boardroom table; Dante dominates and publicly forces him to apologize or leave in a bag.

Enzo: Captain who defers to him; Dante holds a gun on him until satisfied, questions why he left his post, and he addresses Dante as 'Don Marchetti.'

Miller: Official intimidated into compliance by Dante's silent presence at the pier.

Vance: Deputy Mayor held in contempt and under blackmail; ordered to clear southern dock permits for Gianna's shipments.

Matteo: His infant son, who has his amber eyes and is called 'little Don'; Dante is devoted to protecting him.

Gianna's father: Dismisses him as a merchant who misunderstood that leverage requires the stomach to bleed; the ledger he left becomes Dante's weapon, and his note shows he foresaw the child and Gianna's empire.

Western sector underbosses: Treated as threats to be cowed; he installs Gianna over them and uses the ledger to break their resistance.
