In the Construcción, a colossal system administers billions of human realities with a single priority: preserving order. In a working-class neighborhood in Mexico's Bajío region, a group of children discovers the body of the "old man of the dogs" — an enigmatic beggar who lives under a bridge, surrounded by stray animals. They alert the local parish priest, who comes to collect the body. But this wretched old man was not always a beggar. Decades earlier, he was a Mexican military officer who made his superiors uncomfortable — so they shipped him off as an attaché to Soviet forces during the fall of Berlin in 1945, hoping the chaos would finish him.
