A star rating says whether you liked something. It does not say why. Here you rate a chapter on five separate things, so "great characters, slow middle" is something you can actually record. If you want to say more, you can write to the author. That note is private: the author reads it, and nobody else does. It is feedback to a writer, and it is not a public verdict on them.
